第14季、2017年SBL明星賽將於明年1月21日重返新莊體育館，28日舉辦別開生面的「選秀會」，宛如網頁遊戲「夢幻總教頭」。

今年一改常見的分隊制度，讓明星紅、白兩隊教練再次選秀，自己決定屆時的陣容，相當新鮮。

今年紅隊總教練為達欣邱大宗，白隊是富邦勇士顏行書，由紅隊率先挑選，「狀元」經過「Coach邱」深思將近1分鐘後選擇布拉（Sim Bhullar）。

雖然只是明星賽，邱大宗的深思熟慮卻搞得現場相當歡樂，「我很想帶走人氣王（周儀翔），但也怕對方選兩個洋將，所以我選布拉。」

勞基法修正案自明年元旦起實施，周休二日將採「一例一休」，並提高休息日加班費、刪除七天國假，以及放寬特休假標準等。新法對企業人資長帶來大挑戰，須透過有效率的排班，才能同步嚴格控管暴增的加班工時及加班費，否則就必須增加人力因應。

勞基法修正案將實施一例一休，哪一天是休息日、哪一天是例假，勞動部表示，可勞資協商後決定，再加上保留了二周、四周及八周變形工時的彈性，因此勞工的休息日和例假安排，尚可配合企業經營需要而輪休；以服務業為例，周六、日通常為經營旺日，勞工休息日和例假就可以排在周間。

不過，三讀通過的勞基法大幅提高休息日的加班費，出勤前兩小時加發1.33倍，第三小時起加發1.67倍，出勤不到四小時一律給四小時加班費，四至八小時一律給八小時加班費。休息日加班工時計算上，不足四小時，也是以四小時計，四至八小時一律計八小時。

勞動部官員表示，企業主對於要求勞工在休息日加班必須很謹慎，不能動不動就要加班，不僅加班費暴增，增加企業營運成本，且很容易就會超過每月加班工時46小時上限。

104資訊科技人資長鍾文雄表示，休息日加班費的計算方式，是這波修法對企業衝擊最大之處，正職員工休息日加班一天，雇主要付2.67倍工資。他建議，對於休息日加班，若非是有技術門檻的工作，包括服務業或是製造業，可改以部分工時、派遣等非典型人力替代。

勞基法修正也對勞工輪班明訂須有連續11小時休息，對於目前常僅休息八小時就排班的運輸服務業衝擊最大。官員指出，運輸服務業同時面臨休息日加班、及須連續休息11小時兩大規定雙重限制，排班困難，很容易超過每月加班工時46小時上限，而駕駛人力又非短期能補足，因此才給一年緩衝期。

鍾文雄也指出，勞工須連續休息11小時再排班的規定也會衝擊部分製造業排班，例如大夜班調整小夜班時，通常只有休息八小時；不過，多數製造業排班是每月調整一次，而調整時，亦可改以派遣等非典型人力替代。

專家看爭議：特休假宜以到職日結算

日前三讀通過的勞基法修正案，給予員工更多特休假，並且明訂未休完，雇主須給薪。104資訊科技人資長鍾文雄昨（8）日表示，為避免爭議，建議公司特休假結算由年終結算改為「到職日」結算。

此外，根據新修正的「勞基法」第38條規定，特休係由勞工排定，若雇主基於企業經營上之急迫需求，可與勞工協商調整。鍾文雄建議，因應訂單旺季，雇主儘早透過勞資會議或是與勞工協商，才不致影響營運。

這次勞基法修法，放寬勞工特休假規定，幾乎所有勞工都受惠。104人資學院副總經理花梓馨引述最新出爐的2016-2017台灣地區薪資福利調查報告，目前65%企業未提供新進員工特休假，新制上路後，在同一家公司年資滿六個月、兩年、三年、四年的菜鳥勞工賺最大。
